ADVERTISEMENT FOR BIDS − CDBG-I PROJECT

CITY OF HIGH SHOALS, NC

High Shoals CDBG-I Water System Replacement – Phase I

Grant No. 19-I-3105

Separate sealed Bids for the construction of the High Shoals CDBG-I Water System Replacement – Phase I, Project No. 19-I-3105 will be received by City of High Shoals, at the High Shoals City Hall at 101 Thompkins St., High Shoals, NC 28077, at 10:00 a.m. March 18, 2022, then at said office to be publicly opened and read.  The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered.

The Project consists of constructing approximately 3,432 LF of 12”, 954 LF of 8”, 1,594 LF of 6” water line, 11 fire hydrants, 73 water services, and associated items of construction as more clearly defined in the Contract Documents.

The information for Bidders, Bid Form, Contract Plans, Specifications, Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following Issuing Office. The Issuing Office for the Bidding Documents is: Robinson & Sawyer, Inc., 707 E. Second Ave., Gastonia, NC 28054, Project Engineer, Courtney S. Potter, P.E., 704-864-2201, [email protected]. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Thursdays between the hours of 8:00 a.m. and 5:30 p.m. and Fridays between the hours of 8:00 a.m. and 12 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents may be obtained from the Issuing Office during the hours indicated above.  Bidding Documents are available on compact disc (as portable document format (PDF) files) for a non-refundable charge of $40.00, including shipping via overnight express service.  Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents.  The non-refundable cost of printed Bidding Documents is $50.00 per set, payable to Robinson & Sawyer, Inc. plus a non-refundable shipping charge.  Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bids will be received for a single prime Contract.  Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

A pre-bid conference will be held at 2:00 p.m. local time on March 1st 2022 at the High Shoals City Hall, 101 Thompkins St., High Shoals, NC 28077.  Attendance at the pre-bid conference is highly encouraged but is not mandatory.

This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG-I). All federal CDBG requirements will apply to the contract: Bidders on this work will be required to comply with Section 109 and E.O. 11246 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, Davis Bacon Act, Anti-Kickback Act, and Contract Work Hours and Safety Standards Act. The City of High Shoals is committed to and supportive of efforts to effectively maintain and/or increase the use of Small and Minority/Women-Owned Business and Historically Underutilized Businesses (HUB) contract participation for Construction Projects, services (including professional and consulting services) and commodities purchases, AND increase contract participation to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968 (24 C.F.R Part 135).

No Bidder may withdraw his/hers bid within 60 days after the actual date of the opening thereof.

High Shoals reserves the right to waive any informalities or to reject any or all bids.
